There is presently no front page. I'm thinking of having the login screen themeable, so that other information can be added to it.

If I'm correct, and the @news actor is effectively shared among all accounts on the instance, could the "front page" be the newsfeed?

Where the newsfeed is determined by all the feeds that the instance members follow?
