A. We don’t decide who should get the voice from each instance - this is up to each individual instance to decide in their own way who talks for them. We just use the admin check to tell if the person registering the account is a “representative” of the instance - we can open this up to mods as well. So if instances wants one of their user accounts to be the voice then they would have to bump them up to mod or admin. A.
